Management and Program Analyst for National Pharmacy Benefits Management (PBM)-Formulary serves for the Deputy Chief Consultant, PBM-Formulary, and has direct association to executive staff and other key officers within VA, VHA and a wide variety of external groups and organizations.

Duties

Duties and Responsibilities include but not limited to: Operational and Strategic Planning Program Management Identify, develop and implement complex strategic PBM projects. Working directly with PBM and VHA Executive and Senior leadership. Interact effectively with national, VISN and facility leadership and staff, both within and outside the VA. Initiates and implements specific tasks to increase PBM and facility operational effectiveness related to uniform implementation of VA National Formulary (VANF) decisions. Maintains mechanisms to monitor the status of assigned programs. Identifies potential areas of deficiencies that are counter-productive to the delivery of quality health care delivery services. Provides guidance to stakeholders on assigned PBM programs during project's lifecycle. Serves as a critical member of the PBM Formulary team, acting as a Program Manager to ensure successful program management. Resource Management Oversees budget formulation, including the preparation of detailed analyses of annual funding needs and budget forecasting. Exercises budget controls through review and approval of the obligation of expenditure of funds. Performs in-depth analysis of budget request by employing techniques such as cost-benefit analysis, program trade-offs and exploring alternative methods of funding. Ensures adequate funds are available for program costs. Provides close and continuous monitoring of obligation and expenditure of funds, making necessary adjustments and informing the Deputy Chief Consultant when reprogramming of funds may be necessary. Analyzes accounting data to ensure the long-range program decisions, accounting/financial reports and funding documents reflect budge execution decisions and/or identifies trends, unusual obligations or expenditure patterns. Develops and finalizes budget estimates and justifications for projected budgets, special reports, Issue Briefs and Executive Decision Memos. Creates complex briefing materials, including graphs and charts. Leads committees and workgroups to integrate budget and forecasting functions with purchasing and contracting for accurate internal controls and standardized processes. Administrative/Advisory/Special Projects Provides technical assistance and advice to VISN and field station staff regarding pharmacy compounding and hazardous drug policy and procedures. Is the authority with the responsibility to independently coordinate, process, and develop all responses that are associated with PBM, administrative, and policy issues for both internal and external distribution. Develops recommendations for legislation or policy to change the way programs are carried out and the projected impact upon agency programs and resources. Provides higher management with reports, evaluated information, budgetary proposals and similar products necessary for effective direction of program operations. Work Schedule: Monday - Friday, 7:00am to 3:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive experience with VHA Formulary Management policies. Initiates and implements specific tasks to increase PBM and facility operational effectiveness related to uniform implementation of VA National Formulary (VANF) decisions. Analyzes various VA operational databases, published literature and other data for ongoing project determination efforts. Responsible for formulation and execution of the entire multi-million dollar annual PBM budget including salaries, travel, supplies, equipment, fund distribution and all other operating expenses. Subject Matter Expert in PBM mission and operational activities in the development and coordination of correspondence and responses to action items. Preferred Experience: Minimum of 5 years experience with national PBM-Formulary Management such as pharmaceutical industry interactions, VA Formulary Committee meeting management (budget, travel, minutes, contracts, action item follow-up), procurement law interfaces, pharmacoeconomic support, national pharmacy data and contacts. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, mainly in offices and conference rooms, although some slight physical effort may be required.
