Duties

This is a full performance level, non-supervisory position, located at the medical centers, in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA). The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA. At a minimum, health informatics (HI) personnel should demonstrate the following core informatics functions at the "awareness" proficiency level: application support, business architecture management, enterprise data management, content management, system optimization, change management, requirements management, and partnership management. The incumbent is uniquely qualified to serve in this role because of the combination of clinical processes, management and technological knowledge, skills, abilities, experience, and training. To include: Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates. Cultivates a healthy working relationship between OIT and HI, leads meaningful and coordinated use of subject matter experts, and coordinates among multiple services to provide clinical workflows. Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining and optimizing informatics tools and access to them. Ensures the VHA EHR and other clinical and business systems operate in a way that improves patient care, ensures patient safety, and meets the needs of providers. S/he participates in actions to evaluate, test, and report on errors found when working with systems and applications. Adapts clinical software and emerging technologies to optimize delivery of care through effective education and communication, innovations in process management, and high-quality customer service achieved by working in close partnership with clinical and administrative services. Utilizes applications including SQL, Microsoft Power Platform (PowerBI, PowerApps) to extract, analyze and disseminate data and convert to dashboards and reports. Promotion Potential: GS 12 is at the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 level. The grade may have been in any occupation, but must have been held in the Federal service. Specialized experience for this position may include: Communicate with the OIT/Informatics contact person for the service/service line, ADPACs in other service/service lines, ADPACs at other VAs, and FCIO/CHIO support staff as necessary; Assist OIT/Informatics in planning by anticipating future computer-related/Informatics needs and communicating these to OIT/Informatics; Train SSL staff in the use of all VistA menu options required for their work (if applicable); Cross-train the alternate ADPAC(s) for the Nursing; Conduct and administer training programs including one-on-one, classroom, virtual/online, or other group setting for SSL; Research and recommend new or alternative training sources. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (Transcripts Required) OR Combination: Applicants may also combine education and experience to qualify at this level. Preferred Experience: At least 6 months of experience in Informatics with emphasis on data analytics applications including SQL, Microsoft Power Platform and (PowerBI, PowerApps). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Performance of the employee's duties may require extensive walking per day to meet with Hospital Pentad Officials, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics (CBOCs) are sometimes necessary and will involve transportation via station GSA vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. The employee is often faced with changing priorities and with meeting deadlines.
