Duties
Supports the development of program strategic goals and initiatives in Human Capital functional areas to include Workforce Planning and Development, Human Capital Strategy, and other Organizational Development related projects.
Collaborates with a variety of stakeholders, to include mission area directors or senior executives to identify and execute human capital related projects and initiatives.
Applies change management principles and understands the concepts of human centered design as workforce solutions are developed, communicated, and executed.
Assists in conducting skills assessment process/analysis to help organizations identify discrepancies between the skills employees currently possess and the skills needed to achieve mission objectives.

Qualifications
GS-13 Specialized Experience Requirement: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: serving as a consultant, providing advice or guidance or direction on human capital/human resources strategy and/or related goals; recommending workforce development/planning solutions to address current or future organizational needs; and communicating human capital strategic initiatives to various stakeholders, taking into consideration appropriate tone and context.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
