The primary purpose of this position is to serve as a Quality Assurance Inspector/Counselor, inspecting and counseling on inbound and outbound personal property shipments of all modes. To approve/disapprove facilities, equipment and packing and crating services and storage of personal property by Transportation Services Providers (TSPs) and contractors.
Duties
Perform on-site-inspections of Inbound and Outbound personal property shipments, including household goods, unaccompanied baggage, mobile homes, boats and privately owned vehicles.
Performs warehouse inspections. Accompanies Surface Deployment Distribution Command (SDDC) personnel to approve agent facilities and ship and store personal property shipments.
Counsels all authorized military and civilian employees of their entitlements for shipment and storage of personal property and privately owned vehicles, including specialized items, to domestic and overseas locations.
Prepares and processes applications for transportation or storage of a wide range of personal property, and privately owned vehicles, including special items, of authorized civilian and military members.
Plans and processes PPM incentive moves for payment through applicable Finance and Accounting Offices.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series 2102.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge and application of extensive transportation regulations and operations in personal property pre-shipment, shipment. and post-shipment packing/unpacking activities, including mobile homes, boats, and privately owned vehicles. Consider a wide range of interrelated and nonstandard problems. Knowledge of the wide variety of laws, rub, regulations and changes that effect the movement of a wide range of specialized shipments such as mobile homes, large boats. house trailers and storage of property. Moves of this nature require extensive practical knowledge of TSP industry. specialized shipment needs, and terminal or storage capabilities to identify the appropriate shipping method, carrier equipment services and special handling, required. Knowledge of automated systems to process personal property shipments in the Transportation Operational Personal Property System (TOPS). Defense Personal Property System (OPS) or other appropriated automated transportation system.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of a wide range of transportation policies, practices and techniques to include knowledge of personal property movement, personal property entitlements, carrier industry practice, international, state, and local laws and operations for shipping and storage within the transportation functions.
Knowledge of the different instructions. regulations. directives, local operating procedures, governing entitlements. concerning shipment and storage of personal property in order to run and track a quality program.
Knowledge, skill and ability to analyze, correlate, and evaluate transportation data for input into automated data systems.
Skill and ability to respond to a range of questions from government agencies, activity personnel, customers, commercial TSPs, and/or others regarding the shipment and storage of household goods.
Knowledge or safety and security ligations, practices with the ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
