The primary purpose of this position is to provide information and advice to personnel regarding their entitlements for shipment and storage of personal property (e.g., household goods, unaccompanied baggage, privately owned vehicles, and special items such as mobile homes and large boats). Movement of personal property can either be domestic or international.
Duties
Counsel all authorized employees of their entitlements for shipment and storage of personal property and privately owned vehicles, including specialized items, to domestic and overseas locations.
Prepare and process applications for transportation or storage of a wide range of personal property, and privately owned vehicles, including special items, of authorized members.
Plan and process do it yourself incentive moves for payment through the local Finance office. Determines, advises, and consults with member(s) on personal needs in light of entitlements based on rank, years of service, and type and amount of property to be moved.
Perform other clerical and administrative tasks in support of the transportation work. Prepares requests to recover excess costs, instructions on office procedures, requests for information, item descriptions, reports, and routine letters.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes experience which may have been gained while assisting with the processing of transportation entitlements for shipment and storage of personal property and the full range of transportation operations as related to the shipment of personal property.

EDUCATION: Successful completion of one full year of graduate education in a field related to the position being filled. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of transportation operations as related to the shipment of personal property.
2. Knowledge of the instructions, regulations, directives, local operating procedures, governing entitlements, and shipment of personal property.
3. Ability to analyze, correlate, and evaluate transportation data.
4. Ability to respond to a range of questions from government agencies, activity personnel, customers, commercial carriers, and/or others regarding the shipment and storage of household goods.
5. Ability to communicate effectively, both orally and in writing.
PHYSICAL DEMANDS: Work is principally sedentary but may require some physical effort, such as standing, walking, and bending. No special physical demands are required.
WORK ENVIRONMENT: The work is performed in an office that is adequately lighted, heated and ventilated. Observes normal safety precautions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
