This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

This Supervisory Social Worker is assigned to the Health Care for Homeless Veterans (HCHV) program at the Washington DC VA Medical Center, and is stationed at the Community Resource and Referral Center (CRRC). Major Duties: Providing administrative coordination and clinical leadership to a team of social workers assigned Staffing Contracts for HUD VASH programs and oversight of all the Contract Residential Services (CRS) contracts managed by other CRS treatment teams. Participating as both the administrative and clinical lead as well as a clinical member of the treatment team. Conducting evidence-based psychosocial treatment and psychological assessment in the care of eligible Veterans. Veteran's healthcare and psychosocial problems are complex and require a high degree of clinical oversight and creative problem solving. Assisting in planning, establishing, and implementing policies and procedures: developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and observing the multi-disciplinary staff of their assigned program. Assisting the VA medical facility Health Care for Homeless Veterans Coordinator with developing procedures guiding the entry process that are consistent with the contract and that minimize access barriers to the program. Serving as a member of the HCHV leadership team. Assuring multi-disciplinary staff under her/his supervision are aware of and adhere to all current directives and handbooks of the Veterans Healthcare Administration, meet current Joint Commission standards, CARF Standards, State licensure standards, and VA Office of Inspector General (OIG) oversight requirements. Working with the HCHV and HUD VASH Program Coordinators and conduct ongoing intensive reviews and appraisals for Staffing and Contract Emergency Residential Services (CERS) Contracts to ensure the accomplishments of objectives and adherence to standards set by governing bodies. Directed to address clinical issues/concerns to the Supervisor and HUD VASH Coordinators in writing. Responsible for have oversite and manage the the COR duties related to CERS and HUD VASH Contractors and functions as the primary liaison with the Contracting Officer (CO). Functioning as a COR, and will make the Contract Officer aware of any HUD VASH Contractors concerns/issues. The COR will involve the CO and HUD VASH Coordinators in any proposed changes to the HUD VASH/CERS Contracts' statement of work or performance work statement (SOW/PWS), Staffing etc. for their input and knowledge. Assuming clinical responsibility for HUD VASH Clinical Contracts. Initiating or coordinating HCHV CRS program participant referrals to VA medical facilities, VA Regional Offices and community agencies as indicated or requested by the Veteran and intervening and advocating on behalf of Veterans to fill gaps in the delivery of services. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to dependently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. Drivers License: Persons hired must hold and maintain a valid drivers license. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Social Worker GS-12 Experience and Education: Experience/Education. The candidate must have at least one year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. Preferred Experience: - Certified COR ; LICSW/LCSW; Driver's License; - Experience with Homeless populations; - Licensed or certified by a state to practice social work at the advanced practice master's degree levels required. - Mental Health experience working with patients with acute, chronic and traumatic illnesses/injuries, and an ability to formulate effective treatment plans preferred. - Case Management experience providing community resources and referral services to patients with multiple & complex psychosocial/mental health issues or persistent challenges preferred. - Experience working as a member of a interdisciplinary team & utilizing a team-based approach preferred. Physical Requirements: The physical demands of this position involve active listening, reading, observing and evaluating verbal and nonverbal behavior, walking, speaking, bending, carrying light items such as paper, books, small parts, writing reports, writing clinical notes, using office equipment such as computers, telephones, fax machines, photocopy machines, and possibly driving an automobile. Some work is performed in a clinical setting that exposes the incumbent to the communicable disease common of the homeless population. Strenuous physical activity is not required.
