The mission of Caregiver Support Program (CSP) is to promote the health and well-being of family caregivers who care for our nation's Veterans, through education, resources, support and services. This position leads the oversight, guidance, and technical assistance to VISNs and VAMCs relating to Caregiver Eligibility Appeals Team (CEAT) operations and systems across the enterprise in accordance with the VA Mission Act of 2018.

Duties include:
The Social Work Program Manager, also referred to as a the Associate Director, Centralized Eligibility Appeals Team (CEAT), is located within the, Caregiver Support Program (CSP) under the AUSH, Patient Care Services, Veterans Health Administration (VHA), Department of Veterans Affairs, Washington, DC. The Associate, CEAT reports to the Deputy Director, CSP.
Provides strategic leadership at the VACO, Consortium and VISN levels in response to the agile processes and demands of CSP stakeholders.
Leads program or management reviews and consolidate findings and recommendations into comprehensive reports that have a broad effect on VA and non-VA services for Servicemembers, Veterans their families, and caregivers nationally.
Establishes criteria to be used to identify the disposition of initial and ongoing eligibility (re-assessment) determinations, inclusive of level of care and appeal determinations within CSP.
Develops and implements consistent processes, policies, procedures and operational reporting metrics for the CEATs and track and monitor trends on adjudications of applicants nationwide.
Prepares accurate and timely analyses that capture and communicate business results, variances, and performance trends.
Provides leadership to VISN/Consortia and VACO staff to ensure consistency and standardization.
Renders guidance, advice and consultation to field staff on the interpretation of MISSION Act in the execution of CSP.
Performs ongoing review, analysis, summary and reporting of gap analysis and operating plans outcomes for reporting to members of VA/VHA leadership and stakeholders.
Coordinate special projects and monitors the efficiency and effectiveness of CSP programs, services and initiatives related to CEAT operations.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Licensure Requirement: You must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
English Language Proficiency - You must be proficient in spoken and written English as required by 38 U.S.C. 7403(f)
Education and/or Experience Combination -
You must possess a master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work.
License or Certification* - You must be licensed or certified by a state to independently practice social work at the master's degree level.
Experience Requirement: You must possess one year of experience equivalent to the GS-13 grade level. Examples of specialized experience include, but are not limited to: Oversee the administrative and clinical aspects of a major specialty treatment program located at one facility or multiple divisions of a facility; responsible for coordinating interdisciplinary staffing, work assignments, budget, treatment services provided, and admission criteria for the program; have full responsibility for all phases of service delivery for a major specialty program; responsible for the program's resource and fiscal management, monitoring control points developing the annual budget, operating within that budget, and accounting for appropriated funds. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
In addition to the experience above, you must demonstrate the following Knowledge, Skills, and Abilities:
Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring.
Ability to translate management goals and objectives into well-coordinated and controlled work operations.
Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development.
Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Preferred Experience: Candidate's experience demonstrates working within the Caregiver Support Program at a medical center gaining strong working knowledge of the regulations, policies, processes and procedures to advise, inform and lead a national program.
The full performance level of this vacancy is GS-14.
Physical Requirements: The work of this position requires no special physical demands; it may involve some walking, standing, bending, or carrying of light items and will include travel throughout the nation in coordination with the needs of the program.
