This position serves as the National Program Manager for the VA Medal of Honor (MOH) and Former Prisoner of War (FPOW) programs, National Social Work Program, Care Management and Social Work Services (CMSW), Patient Care Services in VA Central Office and reports to the National Social Work Director. The position is responsible for oversight and management of the MOH and FPOW programs across all VA medical centers. This vacancy may be filled in Washington, DC or a location to be determined.

Duties

The National Program Manager MOH/FPOW is responsible for all aspects of MOH and FPOW program operations including policy development and program oversight. The incumbent performs the following major duties and responsibilities: Serves as primary liaison between CMSW and the Office of Client Relations for all aspects of the strategic management of the MOH program to include Veterans Integrated Service Network (VISN) and site-specific clinical interactions Develops national training and implements plans for enhancement for of the MOH and FPOW programs communicating regularly and providing timely guidance and support through multiple communication channels, including telephone, email, video, and other authorized modalities As a leader in CMSW, translates management goals and objectives into well-coordinated and controlled work operations that translated to the Social Work VISN leads, chiefs and executives, and social work community As a leader in CMSW continuous process improvements projects to ensure tools, practices and processes reflect advancements in area of social work professional practice, policy, and related areas; applies high reliability organization principles to ensure subject matter expertise from across the organization is utilized when developing new strategies Provides analysis and evaluation of program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. Ability to use data analysis to inform decision-making on social work professional practice and program development, including operational and organizational planning, identifying problems, and developing and implementing solutions leading to sound program operation Collaborates with internal and external partner and stakeholders to further program goals and to enhance patient centered care and develops relationships with community partners to further goals and enhance services to be provided to Veterans, their families, and caregivers Provides leadership in the development, implementation and review/revision of policies, procedures, protocols, standards of care, and competencies for complex and diverse integrated programs. Provides executive input into the strategic and operational planning, budget, and strategic vision for the MOH/FPOW programs forecasting resources and equipment needs (e.g., financial, human, material) and administer the allocated budget Organizes, leads, and serves on task forces and work groups designed to address specific operational or policy issues. Examples include program planning with ILEAD sponsored education and training programs. Collaborates with other federal agencies and professional organizations to obtain information on benchmarks, promising practices and evidence-based practices for policy development and operational purposes; develops and promotes linkages and partnerships with community partners and resources. Supports and actively promotes Inclusion, Diversity, Equity and Access (IDEA) principles, workplace diversity, workforce inclusion, and equal employment policies and programs. Performing additional duties, including collateral, as assigned. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Grandfathering Provision. The following is the standard grandfathering policy for all title 38 hybrid qualification standards. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation. II-G39-4 September 10, 2019 VA HANDBOOK 5005/120 PART II APPENDIX G39 All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Social Worker (Program Manager) [ ], GS-14 Experience and Education. One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all the following KSAs: (a) Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. (b) Ability to translate management goals and objectives into well-coordinated and controlled work operations. (c) Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. (d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. (e) Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. (f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. (g) Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. (h) Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care. Preferred Experience: Experience in establishing national initiatives and clinical programs that reach across the continuum of care. Experience in identifying community resources and partnerships to address care coordinator needs for special populations of Veterans, their families, caregivers, survivors, and family members across all ages. Experience in working with customers, internal and external, to navigate and advocate for change across the continuum of care. Experience working on National committees, programs, or initiatives. Understanding of complex social and medical needs, how to navigate available resources to support eligible Veterans.
