Duties
The primary purpose of the position is to serve as the Regional Training & Exercise Specialist. Typical work assignments include:
Assists with planning and coordinating external training and education programs for the regional critical infrastructure community to maintain infrastructure protection proficiency.
Supports and facilitates regional training requirements workshops to identify community training needs that would improve regional security and resilience.
Develops and designs requirements reports that include recommended milestones, resources, and schedules to provide training coordination with partners and stakeholders.
Works with the Regional Training & Exercises Coordinator (RTEC), Regional Sector Outreach Coordinator (RSOC), and Regional Planner to develop, update, and maintain necessary training and exercise scenarios, Concept of Operations (CONOPS), and Standard Operating Procedures (SOP) documents.
Coordinates and communicates all guidance updates and changes to regional staff to ensure adoption in practice.
Coordinates with the RTEC, RSOC, and CISA Headquarters divisions and national training and education program managers to ensure regional efforts are aligned with national programs.
Facilitates exercise planning and operations under the direction or supervision of the RTEC and RSOC.
Conducts post-exercise After Action Reviews and develops written after-action reports according to Homeland Security Exercise and Evaluation Program (HSEEP) compliance standards to improve exercise performance and planning.
Represents CISA by speaking at working groups, conferences, interagency meetings, and other forums to facilitate regional exercise and training coordination.
Conducts outreach and partnership building to achieve consensus and cooperation across the interagency.
Qualifications
To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying.
You qualify for the GS-12 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing AT LEAST THREE of the following duties:
1. Edit documents for clarity and succinctness and to speak in public in various settings;
2. Planning and facilitating exercises for internal and external stakeholders with minimal supervision;
3. Coordinating and delivering established training courses to external partners with minimal assistance;
4. Establishing and maintaining effective collaborative working relationships with internal and external stakeholders;
5. Conducting post-event reviews and developing written reports to improve program and partner performance; or
6. Managing competing demands and uncertainties within compressed time frames.
You qualify for the GS-13 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-12 grade level (or equivalent) performing AT LEAST FOUR of the following duties:
1. Editing documents for clarity and succinctness and speaking to a variety of audiences in various settings;
2. Establishing and maintaining effective collaborative working relationships with internal and external stakeholders;
3. Independently planning, designing and facilitating exercise programs for internal and external stakeholders;
4. Coordinating and delivering established training courses to external partners;
5. Creating custom training packages to meet partner needs;
6. Providing support to senior leadership at conferences and events;
7. Conducting post-event reviews to develop written reports to improve program and partner performance;
8. Identify key industry sector partners for exercise and training opportunities; or
9. Managing competing demands and uncertainties within compressed time frames.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
