This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Program Manager (Deputy Product Director Acquisition) position is assigned to the Program Executive Office, Aviation Office of Project Manager, Fixed Wing Aircraft Office of the Product Manager, Transport/FUA, located in Redstone Arsenal, AL.

Duties

Serve as a Supervisory Deputy Product Manager (DPM) for an assigned Program Executive Office. Perform acquisition duties to include development, testing, system integration, production, fielding, sustainment and product improvements with a multi-million-dollar annual budget. Maintain continuous liaison and monitors collaborative planning with pertinent military users, DA staff and other agencies to render advice and counsel on assigned management activities. Analyze and evaluate programs as they affect assigned equipment. Oversee POM planning, cost estimating, program planning, programming, budgeting, program integration, interoperability and oversight.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at the Advanced level in the Acquisition Career Field Program Management within 48 months of entrance on duty.
  • The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
  • Business travel required up to 50% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position is a Critical Acquisition Position (CAP) and requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.

Specialized Experience: One year of specialized experience is defined as: 1) Develop operational budgets for assigned projects; 2) Analyze acquisition program evaluation documentation then make any needed adjustments as required; 3) Identify training needs of subordinates during employee evaluations; and 4) Oversee acquisition project responsibilities such as: development, acquisition, testing, life cycle support, resources management, contracting, scheduling, personnel or facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13). You will be evaluated on the basis of your level of competency in the following areas: Acquisition StrategyAdministration and ManagementHuman Resources ManagementOral Communication
