Salary: $104 604 - 125 526 per year

You will serve as a TECHNICAL SPECIALIST (APM, Legacy Systems Transformation Manager) in the MyNavy HR IT Solutions Program of PEO MLB SOLUTIONS. The salary range shown above represents all of the positions within the pay band, including higher responsibility positions. Based on the responsibilities of this position (Tier 3), the total adjusted salary may be capped at GS-14, step 7 equivalent for the duty stations listed above.

Duties

You will lead the development and execution of acquisition strategies to establish goals and objectives for developing, acquiring, fielding, and supporting MyNavy HR systems and associated Enterprise Services. You will develop strategic plans as a whole or for selected components or initiatives to increase the efficiency of the shutdown and transformation of legacy systems into modern systems, resulting in the increased value of the IT investment. You will formulate recommendations to higher-level leadership while executing program management and technology service delivery practices and/or processes. You will identify program risks, issues, and opportunities to improve enterprise-level systems to lead the advancement of business process efficiencies, insertion of emerging technologies, and improvement of cyber posture You will collaborate with the contracting officer and/or Procuring Contracting Officer (PCO) to develop and execute contracting strategies, pre-solicitation activities, source selection, and contract execution. You will assist in the development of procedures, strategies, and methods to provide maximum integrity, cost effectiveness, and adherence to the acquisition process. You will lead project/program management activities by developing acquisition plans and strategies as well as timelines for recurring acquisition activities to ensure timely responses to internal and external stakeholders and customers.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Lead the development and execution of acquisition strategies to establish goals and objectives for developing, acquiring, fielding, and supporting IT systems and ensures compliance with applicable regulatory and statutory policies.
