You will serve as a FINANCIAL TECHNICIAN in the COMPTROLLER DEPARTMENT (N8), ACCOUNTING FINANCIAL EXECUTION (N82), FINANCIAL EXECUTION (N822), ACCOUNTS PAYABLE (N8223) of MILITARY SEALIFT COMMAND.

Duties

You will perform account maintenance and accounting support work to examine, verify and maintain and reconcile accounts and accounting data, prepare and analyze reports. You will determine pay, payroll records maintenance and completion of reports pertaining to civilian employees of the Federal Government. You will answer requests and provide advice to employees, supervisors, staff in other financial management series and personnel specialists on pay related rules, regulations, and procedures. You will establish, maintain, correct and close pay accounts for active, reserve, or retired armed forces personnel and their annuitants. You will perform technician work in support of budget analysis and administration such as maintaining ledgers, budget formulation, compiling, consolidating, checking and arranging funding data.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

GS-06 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing account maintenance and accounting support work; Utilizing accounting systems, policies, and procedures to examine, verify, maintain, reconcile accounts and accounting data; Examining documents for accuracy, adequacy of documentation, compliance with regulations for goods and services; Performing work to establish, maintain, correct and close pay accounts; and performing technician work in support of budget analysis and administration such as maintaining ledgers, budget formulation, compiling, consolidating, checking and arranging funding data; Determining pay, payroll records maintenance and completing payroll reports; and Answering requests and providing advice to employees, supervisors on pay related rules, regulations, and procedures. GS-05 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing account maintenance and accounting support work; Utilizing accounting systems, policies, and procedures to examine, verify, maintain, reconcile accounts and accounting data. Examining documents for accuracy, adequacy of documentation, compliance with regulations for goods and services; and Performing work to establish, maintain, correct and close pay accounts; and performing technician work in support of budget analysis and administration such as maintaining ledgers, budget formulation, compiling, consolidating, checking and arranging funding data. Education

(GS-05 ONLY): In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Have successfully completed four years of education above high school level.

OR

Have a combination of experience and education as described above that equates to one year of experience. Your percentage of the required education plus your percentage of the required experience equal one hundred percent.
