If so, then the National Nuclear Security Administration (NNSA), Office of Secure Transportation, Office of Mission Operations (OMO) Operations Division (OD), has a great opportunity for a Program Analyst. As a Program Analyst, you will have responsibility for a broad range of business management and organizational issues, including prioritizing, coordinating, tasking and managing programmatic and infrastructural programs for OMO.

Duties

Major Duties for vacancy announcement: Leads, conducts, or participates in a wide variety of complex management studies and reviews related to program management and program improvement, particularly those with wide or significant effects upon the organizational structure, policy, processes, operations, fiscal control, economy. Selects and applies qualitative and/or quantitative evaluation methods as appropriate to subject studies. Monitors resources and reports on budget and personnel status change/impact. Coordinates, analyzes, and edits input from subject matter experts, project managers and staff for development of detailed project plans, documents associated budget estimates, and responses to information requests from the Nuclear Enterprise and other external sources involving sensitive policy and program issues. The incumbent will report directly to the Operations Division Director within the Office of Mission Operations.

SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02 or GS-12. Specialized experience for this position is defined as: Examples of Specialized Experience: Demonstrated experience developing qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. This includes developing methods for evaluating program accomplishments and performance. Demonstrated experience planning, scheduling, and carry out major projects concerned with analysis and evaluation of a major program element within the NNSA. This includes knowledge sufficient to carry out a program goals and execute major business functions. Demonstrated experience in determining intent and in interpreting and revising existing policy and/or regulatory guidance to refine or develop more specific guidelines. Demonstrated experience maintain, monitoring and tracking records and publications, document and suspense control, equipment and facilities, space and logistics, information resource management, budgeting and fiscal management, manpower management, and other general office and management support functions and operations. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.
