Duties
Determine order of aircraft departures using Instrument Flight Rules (IFR) and Visual Flight Rules (VFR).
Issue air traffic control clearance and control instructions.
Utilize radio contact and/or aircraft observations to issue control instructions to pilots.
Ensure departing and landing flights operate in accordance with Federal Aviation Administration regulations.
Prepare flight progress strips to report information such as arrivals, departures, clearances, and /or specific instructions to aircraft.
Issue ground control instructions to aircraft and vehicles on all airport surfaces.
Report air traffic regulation violations to appropriate personnel.
Submit reports related to aircraft incidents and accidents.
Provide air traffic control guidance to trainee controllers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to be able to obtain and maintain U.S. Army Class IV medical certificate, which includes annual physical exam and may include participation in an approved physical fitness program IAW AR 40-501.
- This position requires the incumbent to work a non-standard tour of duty. This may include working nights, weekends, rotating shifts, and/or holidays based upon mission needs.
- This position requires the incumbent to certify in both the Tower and the Ground Control Approach (GCA) within the time limits specified in AR 95-2.
- This position requires up to 10% temporary duty travel via military and/or civilian air/ground transportation.
- This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
- Incumbent is subject to periodic (e.g. annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position.
- This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program.
- this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes advising pilots of traffic patterns, weather/airfield conditions; and giving clearance for landing/take off in a military or civilian air traffic control facility.
In addition to meeting the specialized experience requirement above, applicants must also meet the selective placement factor. Applicants must also possess an ATCS Certification and a CTO License from an approved DoD or FAA air traffic control school, and will maintain the required certification for the duration of employment.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
