Duties

Direct all ATC operations during assigned shift and assigns duty positions to subordinates based on employee's qualifications, experience, and needs of the facility. Activate positions of operation as dictated by traffic density and organizational needs. Implement operational plans and procedures to ensure continuity of required services during emergency and normal conditions. Select routes, patterns, or airspace which will be used during specific periods of time or specific types of traffic or flights; monitors or directs emergency actions assuring that all assistance resources are brought to bear as soon as possible. Maintain an awareness of the air traffic activity, ensuring that controllers are issuing control clearances and instructions in accordance with established procedures in order to maintain a safe, orderly, and expeditious flow of aircraft. Hear grievances and complaints, attempting to resolve them informally; if a matter cannot be resolved, seeks guidance and assistance from the Facility Chief. Formulate and issue detailed instructions to pilots operating under Instrument Flight Rules (IFR) to provide safe separations between departing, arriving, and enroute aircraft.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. This position is subject to a pre-employment screening, and random testing thereafter
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work .
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter.
  • An applicant not currently occupying a GS-2152 "covered" position is required to successfully complete a pre-employment physical prior to being placed into this position.
  • This position requires the incumbent to possess and maintain ATCS certification and a control tower operator's license.
  • This position requires the incumbent to certify in both the Tower and the Ground Control Approach (GCA) within the time limits specified in AR 95-2.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes experience in a military or civilian air traffic facility as an Air Traffic Controller; providing information to pilots on matters such as weather, air routes, navigational aids, and airport conditions before and during flight; the proper use of visual flight rules to land aircraft and issue ground control commands; training and monitoring developmental controllers on methods, techniques, and regulatory requirements; and prioritizing and assigning workload to employees to accomplish mission requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Selective Placement Factors: Applicants must possess a valid Control Tower Operator Certificate or FAA/DOD Credentialing and must possess a valid Air Traffic Control Specialist Certificate or FAA/DOD Approach Control credentialing.
