You will serve as an ACCOUNTANT in the Accounting Division (Code 620), Finance Department (Code 600) of MID ATLANTIC REGIONAL MAINTENANCE CTR.
Duties
You will be responsible for planning and execution for the automated accounting operations of MARMC including accounting internal management requirements.
You will provide assistance to the command’s Accounting Officer in the application and performance of official accounting/reporting and provides continuous fiscal operating evaluations, analysis, and special studies.
You will collaborate with the Accounting Officer in the implementation of accounting operating systems and in effectiveness/efficiencies of supplemental accounting procedures, forms, and reports.
You will be responsible for studying and evaluating existing automated accounting applications for fiscal compliance.
You will prepare specifications / enhancements required to further develop and refine existing and future accounting operating systems / program applications.
You will perform continuous reviews of accounting records and operating systems output to validate the integrity of the accounting data.
You will participate in management team studies of the feasibility of integration of different accounting / operating systems.
You will study, interpret, and disseminate laws, regulations, manual decisions and similar material concerning accounting operations and financial management.
You will ensure accounting systems produce accurate results and meet with the regulatory requirements established by Department of Defense (DOD), Department of Navy (DoN) Agencies.
You will review the conformance of financial accuracy and compliance of assigned operating feeder systems (MSE Suites/SAP/CFMS) and its relationship / interface with official accounting systems (SABRS / N-ERP) for fiscal reporting requirements.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying principles, theories, methods and techniques of accounting to perform accounting work for operational programs or systems and to analyze and advise managers on accounting and financial matters.
Experience gathering, assembling, consolidating, and analyzing accounting systems or modifying and adapting conventional accounting and analytical techniques to solve a variety of accounting problems and providing conclusions.
Experience utilizing application COST/NFS / CFMS as the automated feeder system and its design practices and limitations to ensure accuracy levels and reporting compliance / interface with the current official accounting system (SABRS or N-ERP).
Experience planning and conducting a variety of assignments and investigations pertaining to official accounting reports for problems and/ or discrepancies relating to official accounting records.

Basic Requirements
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
