Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for advising the Missile Defense Agency (MDA) leadership on all matters related to program cost, schedule and performance across the Missile Defense System (MDS).
As a Program Analyst at the NH-0343-3 some of your typical work assignments may include:
Provide acquisition support and assistance to the assigned TH Product Manager (PM)/Director and Deputy Product Manager (DPM)/Deputy Director to integrate, analyze and coordinate acquisition actions in support of TH Product Offices and products across the TH portfolio.
Execute acquisition management across an entire product line. Coordinate products and tasking across the acquisition process and life cycle phases.
Prepare, configure and staff all Milestone documentation. Assist with determining contracting strategy and prepare contracting documents.
Participate in source selection boards and conduct technical evaluations. Participate in product IPTs, test events, test reviews, and product demonstrations. Assist in providing contract oversight for assigned products.
Develop and draft Acquisition Strategies, Acquisition Plans and other acquisition documents. Work with contracting personnel to achieve desired contracted outcome.

Qualifications
You may qualify at the NH-03 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below:
Strong verbal and written communication skills in order to research, plan, coordinate, develop, and deliver oral and written presentations and reports. OR
Collaborating and building relationships with technical subject matter experts and stakeholders. OR
Experience with policies, regulations, and precedents in order to analyze and resolve programmatic issues, involving risk, cost, schedule and performance with a proactive and creative approach to problem solving and development of innovative solutions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
