About the Position: Serve as an Equal Employment Specialist for the Department of Army Criminal Investigation Division (DACID) Equal Employment Opportunity (EEO) Program Office, located in Quantico, VA.
Duties
Conduct informal counseling and works with management officials and complainants to gather all relevant facts and attempt resolution of issues.
Provide training and guidance to collateral-duty EEO counselors and assist in gathering relevant documentation and information.
Work closely with management officials, administrative officers, legal, human resources, and safety and occupational health personnel to implement an effective reasonable accommodation (RA) process for individuals with disabilities.
Review personnel selections and advise supervisors on opportunities to exercise affirmative action.
Collect data, analyze statistical trends, and identify EEO-related barriers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- One year trial/probationary period may be required.
- You may be expected to travel up to 25% for this position.

In order to qualify, you must meet the education or experience requirements described below. GS-09: Specialized Experience: One year of specialized experience which includes interviewing parties to a complaint to prepare narrative summaries; reviewing files and records for evidence relevant to a particular case; and preparing reports to be reviewed by senior specialists. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources or Business Administration. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
GS-09 Time in Grade Requirement:Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
GS-11: Specialized Experience: One year of specialized experience which includes analyzing individual equal employment opportunity problems to recommend a resolution; evaluating the affirmative action plans of various organizations within the agency; and providing guidance in laws, regulations, procedures, and policies governing Equal Employment Opportunity (EEO) programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources or Business Administration. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
