Duties
PRIMARY PURPOSE: Joint Exercise Planning Specialist, to oversees all facets of Cyber operations while serving as a Commander, Air Combat Command's (COMACC) Operations Officer, and Joint Staff Operations in all Headquarter Air Force level Air Component Training Exercises (ACTE) with geographic/functional combatant command (GCC/FCC), joint, coalition and/or allied headquarters exercises to train C-MAJCOM/C-NAF Headquarters in their Air Component readiness requirements. Serves as a joint and USAF expert on techniques, tactics, joint procedures/operations, and command and control (C2) interfacing with external organizations' senior most leaders in understanding, analysis, and solutions to complex Joint All- Domain C2 (JADC2) issues.
DUTIES:
Plan, organizes, directs, and participates in a wide range of complex Cyber exercises involved in Geographic Combatant Command (GCC), joint, coalition and/or allied exercises.
Applies Cyber knowledge to analyze, develop, coordinate, and evaluate issues and recommends development of solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in support of the Wing mission.
Represents 505 CTS current operations with a variety of installation and functional area organizations.
Plans, directs, coordinates, reviews, and evaluates a variety of cyber activities on service level and DoD/JCS level exercises and events supporting Air Component training.

- Must be able to obtain and maintain a Top-Secret security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
- May occasionally be required to work other than normal duty hours, which may include evening, weekend, holidays and/or overtime and in some cases with no-notice due to urgency of time sensitive matters.
Qualifications
CONDITIONS OF EMPLOYMENT (CONTINUED):
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays. Incumbent will occasionally be required temporary duty throughout the world including remote locations with limited facilities. These temporary duty assignments could range from short durations to 30 days, and longer, but are typically less than 30 days. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative that the incumbent have an unlimited ability to perform such travel.
QULAIFICATIONS:
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-11 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include knowledge in the exercise planning and execution of Cyber Operations at the strategic, operational, and tactical levels. Experience with real-world and exercise contingency/planning in crisis skilled in developing Cyberspace products; in-depth knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of constructive exercises and programs; and knowledge of military command structures, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; blue/gray/red Cyber capabilities; Mission Defense Team/ACOMs processes and functions and experience in Cyber policy, procedures, and planning tools; integration of Cyber operations into military operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge and experience with planning and execution of Cyber Operations at the strategic, operational, and tactical levels (Joint Staff, USCYBERCOM, DoDIN, AFCYBER, other service cyber components, and other DoD and U.S. government cyber elements). Knowledge of the sequence and timing of key DoD operational events and milestones, methods of evaluating the effectiveness of planning actions, and the relationship of the various command entities involved in overall planning and execution of military operations and evaluations.
Knowledgeable of Cyber operations planning activities coordination to include Evaluation Request and Response Messages, SAP procedures, and the Review and Approval Process for Cyber Operations. Ability to develop and integrate Cyber capabilities into deliberate, contingency, operation, and Planning in Crisis.
Knowledge of the Department of Defense's Joint Publications, the Joint Planning Process and associated Boards, Bureaus, Centers, Cells and Working Groups.
Knowledge of safety and security regulations, practices, and procedures in order to plan, organize, and direct the functions and staff of a small to medium sized organization. Knowledge of security practices for ensuring the safeguarding of classified information.
Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.???????
