About the Position: This position is with the United States Army Reserve Command, G-1, Services and Support Division, Programs Branch located at Fort Liberty, North Carolina.
Duties
Serve as a senior advisor and consultant for integrated primary prevention.
Analyze United States Army Reserve prevention related plans and prepare specific analyses crossing all program director areas of interest.
Responsible for process evaluation and research of public health and social/behavioral science activities utilizing standards of science and peer-level review.
Synthesize complex data sets and evidence-informed and evidence-based research within public health and social/behavioral sciences translating the findings into policy and related guidance.
Develop program objectives, policies, and performance measures using public health and social/behavioral science methodology and practices to ensure program effectiveness.
Recommend public health and social/behavioral scientifically acceptable adaptations of evidence-informed and evidence-based prevention activities within organizational and cultural context.
Establish interactive and engaging training courses in order to ensure a broader understanding of integrated primary prevention scientific methods, techniques, and activities.
Develop strategic messaging in coordination with internal and external stakeholders to widely disseminate evidence-based and evidence-informed information, training strategies, and evaluation results.
Manage, direct, and coordinate specified USAR assigned decision points from concept to execution.
Serve as a lead prevention evaluation specialist for evidence-based and evidence-informed integrated primary prevention efforts.
Evaluate the United States Army Reserve (USAR) primary prevention efforts pertaining to sexual assault and harassment, retaliation, substance misuse/abuse, suicidal behavior, intimate partner violence, and child abuse/neglect.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Incumbent must complete DoD SPARX Knowledge or equivalent training.
- Incumbent must complete 30 hours of continuing education annually.

Basic Requirement:
A. Degree: behavioral or social science; or related disciplines appropriate to the position, such as behavioral or social science; or related disciplines (health information, health informatics, epidemiology, data analytics, public health, social workers, psychologist, counselors and social service managers).

B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience:
One year of specialized experience which includes managing a prevention program activities addressing such harmful behaviors as sexual harassment/assault, suicide, domestic and/or intimate partner violence, child abuse/neglect, equal opportunity, military equal opportunity, command climate, substance misuse/abuse, ;developing plans to facilitate a primary prevention initiative; analyzing primary prevention programs to identify key policy and planning issues that impact the effectiveness and/or efficiency of the programs processes in prevention and establishing and tracking milestones and critical events for the primary prevention initiatives across programmatic areas; and providing technical assistance to personnel on prevention issues across large geographically dispersed areas of operation.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for specialized experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
