You will serve as a Supervisor Program Analyst, Director Security Cooperation Enterprise Support in the Assistant Secretary of the Navy (Research, Development & Acquisition) Navy International Programs Office (Navy IPO) of NIPO FMS FIELD OFFICE.
Duties
You will develop, plan, promulgate and interpret Department of Defense (DoD), Department of the Navy (DoN), and Navy IPO security cooperation program policy and guidance.
You will provide general and specific management oversight of subordinates in the division regarding assigned programs and tasks
You will establish division goals and objectives; develops resource estimates; and determines resource allocation for assigned programs.
You will lead, guide, and mentor subordinates and managers in achieving organizational goals and objectives.
You will analyze, coordinate, and recommend revisions to DoD, DoN, and Navy IPO initiatives and policies for assigned programs.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This is a Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: EXPERT
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with U.S. (e.g., DoS, DoD and DoN) legislative, statutory, regulatory policyand directive guidance pertaining to Title 10 Security Cooperation programs and Title 22 Security Assistance programs including FMS, FMF, leases and Building Partner Capacity(BPC) programs.
Experience with the development, implementation and management of FMS case Letters of Offer and Acceptance (LOA). Experience with details of program operations and the roles and responsibilities of DoN, DSCA, DFAS and other organizations that impact the
orchestration of the FMS case lifecycle. Experience with DoD and DoN Information Technology (IT) systems used to facilitate SA and FMS; inclusive of DSAMS, MISIL, SCIP (IW, CEPT, etc); ability to use and/or direct the use of SA and FMS IT systems to develop, execute, reconcile and close FMS cases.
