This position in a Bureau of Land Management (BLM) office in Klamath Falls and Medford, OR. The purpose of this position is to provide leadership in data input and interpretation, guidance, quality control, administrative record management and implementation for the development of district/field level planning efforts. Salary Range for GS-07: $49,025 - $63,733 Salary Range for GS-09: $59,966 - $77,955 Salary Range for GS-11: $72,553 - $94,317

Duties

Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor. The specialist ensures that the proper formatting, guidelines, and procedures are used in the preparation of NEPA documents. The specialist works with more senior planning specialists and serves on interdisciplinary teams (IDT) that are organized as needed to work on specific NEPA document components. The specialist is responsible for coordination, scheduling, outreach, and out-year planning. The specialist reviews NEPA documents and coordinates with the IDT. Working closely with more senior planners and resource specialists, reviews environmental analysis documents prepared in the Field Office to ensure compliance with all applicable laws and regulations. Assists project lead in determining level of detail, scope of analysis, and quality of the document being produced. Ensures that the analysis is clear and consistent and makes corrections as needed.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-07: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) assisting senior specialists in resource management planning or environmental analysis efforts; (2) reviewing land use planning or environmental documents under the direction of senior specialists; (3) preparing portions of planning documents in accordance with regulatory requirements and/or procedures; (4) using electronic programs/databases to collect, store, or retrieve land use planning data. OR B. Education: Successful completion of at least 1 full year of graduate level education. This education must demonstrate possession of the knowledge, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Superior Academic Achievement: Successful completion of a bachelor's degree in a curriculum that is qualifying for this position as described above from an accredited college or university, AND meets one of the requirements for Superior Academic Achievement based on the following: (1) class standing (upper third standing in the graduating class of a college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses); (2) grade-point average (3.0 or higher out of a possible 4.0) as recorded on the official transcript, or as computed based on 4 years of education, or (3.5 or higher out of a possible 4.0) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; (3) election to membership in a national scholastic honor society. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR D. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-09: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) preparing planning documents/reports in accordance with regulatory requirements and/or procedures; (2) evaluating land use planning or environmental documents for quality and consistency with legal/regulatory requirements; (3) assisting with proper format, guidelines, and procedures in the preparation of all land use planning documents; (4) providing assistance in the development of public information regarding completed, in progress, or future planning document availability. OR B. Education: Successful completion of a master's or equivalent degree or 2 full years of progressively higher-level graduate education leading such a degree or LL.B., or J.D. This education must demonstrate possession of the knowledge, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-11: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) identifying solutions to resource or land use planning issues; (2) providing training or guidance on matters related to land or resource management planning; (3) preparing or monitoring time schedules for land use planning efforts; (4) collaborating with project leaders, resource specialists, and/or managers to accomplish organizational objectives. OR B. Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher education leading to such a degree or LL.M. This education must demonstrate possession of the knowledge, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
