These positions are located in Region 6, on the Umpqua National Forest in Roseburg, OR; Willamette NF in Springfield, OR, and the Fremont-Winema NF in Lakeview or Klamath Falls, OR . The incumbent is responsible for Forest Program Management involving the development and implementation of plans and programs in resource operational risk management and occupational health and safety. Duties

Duties listed below are at the full performance level. Lead risk assessments of programs and functional areas to identify needed improvements. Interview witnesses and/or perform accident investigations to determine cause and corrective actions to reduce loss to an organization. Conduct safety training programs for managers and employees such as: safety orientation, motor vehicle safety, and risk management. Analyze data and reports related to accidents and other unintended outcomes to identify appropriate corrective measures.

Requirements

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-11: You must have one year specialized experience equivalent to the GS-9 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Assisted in the development and implementation of an organizational safety and risk management program; Coordinated and/or conducted safety/risk management training in the field or classroom setting; Organized and/or lead accident investigations or after action reviews; Reviewed and implemented project job hazard analyses and had experience with assisting in the development of Job Hazard Analysis using a risk based review of the planned activities to identify and mitigate potential risks by leveraging the vested employee's experience to find alternative ways to accomplish mission objectives with lower risk actions; OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a Master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work with major study in safety or occupational health fields (safety, occupational health, industrial hygiene). For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Provided input on developing and implementing risk management plans, policies, programs and guidelines for safety and health programs; Evaluated safety operational procedures and programs and recommended changes; Developed, directed, and/or conducted risk management training programs; Lead employee groups in development of Job Hazards and Risk management Analysis using a risk based review of the planned activities to identify and mitigate potential risks by leveraging the vested employee's experience to find alternative ways to accomplish mission objectives with lower risk actions. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary, or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. Incomplete, inaccurate, or conflicting work history may not be credited for qualifications purposes. This can result in an applicant not being considered for the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
