These positions are located in BLM Oregon State Office, Roseburg District, South River Field Office and Lakeview District, Klamath Falls Field Offices. . The primary purpose is to resolve critical problems and provide leadership expertise to the accomplishment of goals for a variety of Field Office land management programs. Duties

This position provides supervision, leadership, motivation and direction to a diverse technical and administrative staff of employees assigned to carry out the multiple use mission of the Bureau of Land Management. Demonstrated experience bringing diverse interests together to develop satisfactory resolution to complex natural resource management issues. Responsible for overall program direction, execution and review of all activities within the Field Office. Conducts resource planning and management in coordination with representatives of Federal, State, tribal, and local governments, the general public, public land users, and private landowners. Conducts resource planning and develops, executes and monitors program budgets. Advanced ability to communicate effectively orally and writing with ability to develop and maintain effective relationships.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) providing long-term direction and guidance for land management programs; (2) setting short- and long-term priorities in relation to workload and required personnel; (3) developing or implementing an organizations vision/strategy to ensure program plans, goals, and priorities are met; and (4) performing personnel management tasks such as selection, training, or evaluation of organizational-wide functions. Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". A review of your resume and supporting documentation will be made and compared against your responses to the Occupational Questionnaire to determine if you are qualified for this job.
