About the Position: This position is with the 63rd Readiness Division, Full Time Support Civilian Branch, Regional Personnel Support Center, Human Resources Office located at Moffett Field, California.
Duties
Serve as advisor for classification and position management actions and as liaison for management/employee relations, labor employee relations, training and development, workers' compensation and employee benefit actions.
Initiate, monitor, and track requests for personnel actions (RPA).
Track vacancy announcements and referrals and ensure recruit actions are processed expeditiously.
Analyze command missions, management objectives, and organizational goals, projecting personnel needs and potential problems.
Complete/review reports, analyze trends, identify deficiencies/discrepancies, and recommend improvement actions.
Provides advice to management on complex personnel management matters.
Manage, monitor, coordinate, and provide regulatory guidance on civilian personnel actions, organizational structures, and position management.
Requirements

GS-09
Specialized Experience: One year of specialized experience which includes Interpreting administrative and personnel regulations; providing guidance on personnel management and administrative support; experience in civilian personnel actions; and performing support functions in the areas of benefits, record keeping, suspense tracking, correspondence composition and review, supply requisitioning, and position management. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Supply Chan Management, Logistics, or Logistics Managment.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11
Specialized Experience:One year of specialized experience which includes work that interprets administrative and personnel regulations; advises management on hiring needs/deficiencies; coordinates aspects of requests for personnel actions; and assists in the implementation of recommendations for programs, policies, and hiring actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-09 grade (or equivalent).
