As a Project Manager with the Earth Science Project Office within the Earth Science Project Branch, you will be responsible for managing large complex multi-aircraft, international field campaigns involving hundreds of personnel. You will lead a team of support staff and guide a project team with participants from various institutions, countries and research or operations roles.
Duties
Manages complex Earth Science Division field campaigns, ensuring that they meet mission objectives on schedule and within budget.
Directs and manages project team and matrixed resources through project phases from early planning (site selection) to deployment and close-out (lessons learned), providing timely deliverables and meeting project milestones.
Leads and guides missions of extremely broad in scope, involving 100's of scientists and technical staff and complexity that ranges from single aircraft narrowly focused missions to multi-aircraft and shipborne missions deployed internationally.
Leads a varied project team (project scientists, technicians, logistics staff, flight staff and crew, military personnel, and other government officials and agency representatives) to successfully complete field campaigns.
Provides written and oral communication sufficient to develop and deliver briefings, reports and clear communications to the 100’s of personnel involved in each project.
Looks ahead to identify potential problems and solves project unique, and often complex, problems and provides input to the team operational standards and provides all required reports and deliverables on time.
Responsible for budget tracking and grants (as needed) and reports directly to the ESPO Director/SGP Supervisor.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
supporting a project team and matrixed resources for a research project or leading aspects of a complex international field research project;
communicating with project teams and leading that team through a field deployment; and
creating project plans, mission report summaries and lesson learned documents and making presentations to project teams and/or management.
