You will serve as a FINANCIAL MANAGEMENT ANALYST in the ACCOUNTING (N84) DEPARTMENT of RESOURCE MANAGEMENT DIRECTORATE at the BUREAU OF MEDICINE AND SURGERY.
THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the NDAA Fiscal Year 2020 P. L. 116-92 amended Section 9905 of title 5, U. S. Code to streamline and simplify certain DoD civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the DoD.
Duties
You will serve as the Level III Agency Program Coordinator and policy lead for the Government Commercial Purchase Card program.
You will provide functional management and oversight for all BUMED activities with Government Commercial Purchase Card authority.
You will oversee and manage BUMED policy, instructions, and standard operating procedures that relate to use of the Government Commercial Purchase Card.
You will recommend/implement policy and procedures for all areas of Government Commercial Purchase Card
You will provide accounting quality assurance reviews and recommendations to peers.
You will provide procedural guidance, policy, and oversight of the Government Commercial Purchase Card program
You will serve as the subject matter expert for all enterprise Government Commercial Purchase Card matters by answering policy questions and managing authority oversight of the program
You will perform independent projects requiring analytical skills, organizational and managerial abilities, outstanding oral and written communications skills, creative thoughts, negotiation and consensus building skills and attention to detail.

- This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
To qualify for the GS-13 grade level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience analyzing financial program policy changes to determine process, program and organizational impacts
Experience analyzing financial regulation and accounting information to provide accurate briefs and reports to senior management
Experience analyzing financial program processes to provide recommendations for improvement
Experience analyzing financial program proposals
To qualify for the GS-12 grade level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience tracking and analyzing data to ensure compliance with financial program policies and procedures
Experience performing cost-benefit analysis of current and projected financial programs and operations
Experience analyzing and evaluating financial programs and accounting data
Experience providing guidance on automated financial management systems (e.g., Defense Reporting System (DDRS), SYNCADA, Citibank, USBank, Defense Travel System (DTS), Navy Enterprise Resource Planning (ERP), General Fund Enterprise Business System (GFEBS), etc.) requirements as they relate to financial and accounting policies and procedures).
