This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for serving as a subject matter expert in recognizing, recommending, and advising Special Operation Forces (SOF) on technical capabilities needed to defeat WMD threat weapon systems, associated infrastructure, development processes, and means of deployment.
Duties
This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.
As a WMD SYSTEMS SPECIALIST at the GS-0301-12/13 some of your typical work assignments may include:
Recommends research and development (R&D) requirements that will be incorporated into DTRA applied science, engineering, R&D, and demonstration programs that accelerate and develop leap-ahead technologies to enhance mission planning, execution, assessment, and survivability of U.S. Military SOF and achieve a high level of integration among these programs.
Coordinates with internal and external DoD, Department of Energy (DOE) and other agencies to assess operational SOF warfighter requirements for systems applicable to WMD Defeat and Pathway Defeat programs.
Serves as direct liaison between DTRA, SOF and other government agencies (OGA) in the development of Concepts of Operation (CONOPS) and Key Performance Parameters (KPPs) regarding current and emerging technologies needed for successful operation execution.
Develops project plans, objectives, priorities, and milestones. Defend project plans and budgets and recommends redirection or termination of existing activities to maximize quality of work and facilitate completion of high-priority activities.
Provide the Program Manager with pertinent information and recommendations from a fiscal perspective to assist with future financial decisions.
Perform cost assessment, planning, and scheduling of all project activities and monitor commitment, obligation, and expenditure rates. Develop required programmatic and fiscal documentation to support project planning, programming, and budgeting systems.
Formulate detailed cost estimates for proposed activities and prepare task statements.
Requirements

- Occasional overtime required as dictated by mission requirements. Travel/TDY 25% CONUS/OCONUS. Valid passport required.

- Must be able to obtain and maintain a Top Secret/SCI Security Clearance with eligibility for CNWDI access and RD caveats as required.
- This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
- The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
- Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.
Qualifications
You may qualify at the GS 13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
Expert knowledge of CWMD and CP operations and inter-agency responsibilities.
Ability to resolve complex problems, demonstrate innovative thinking, resourcefulness and ingenuity in coordinating support for Research and Development programs.
Expert experience in the planning and execution of applied science, engineering, research and development (R&D), and demonstration programs that develop and accelerate revolutionary technologies that enhance mission planning, execution, and assessment.
Expert working knowledge of the program and budget process to prioritize and recommend resource allocation and develop investment strategies.
Expert knowledge of the policies, plans and objectives of the inter-service and inter-agency relationships involved in CP to plan, coordinate, and serve as the agency's representative to SOF including the development of tactics, techniques and procedures (TTPs) for defeating targets with emphasis on WMD-related assets and capabilities; hard and deeply buried targets (HDBT); and mobile and re-locatable targets.
You may qualify at the GS 12, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
Extensive knowledge of CWMD and CP operations and inter-agency responsibilities.
Demonstrated ability to resolve complex problems, demonstrate innovative thinking, resourcefulness and ingenuity in coordinating support for Research and Development programs.
Extensive experience in the planning and execution of applied science, engineering, research and development (R&D), and demonstration programs that develop and accelerate revolutionary technologies that enhance mission planning, execution, and assessment.
Extensive working knowledge of the program and budget process to prioritize and recommend resource allocation and develop investment strategies.
Extensive knowledge of the policies, plans and objectives of the inter-service and inter-agency relationships involved in CP to plan, coordinate, and serve as the agency's representative to SOF including the development of tactics, techniques and procedures (TTPs) for defeating targets with emphasis on WMD-related assets and capabilities; hard and deeply buried targets (HDBT); and mobile and re-locatable targets.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
