This position is located at the NCA Midwest District Office in Indianapolis, Indiana.
Duties
Reports to the Midwest District (MWD) Chief of Operations. Advises MWD Executive Director, and manages a broad range of projects and assignments that have impact on administrative and operational systems and programs/functional areas at all MWD national cemeteries. Works with and supports a wide variety of NCA staff and managers in the Field and Central Office. May serve as an individual contributor, team lead, program/functional area lead, supporting team member, and/or liaison.
Externally: Ensures that MWD responds appropriately, timely and accurately to NCA Under Secretary of Memorial Affairs, Deputy Under Secretaries, Executive Directors, and other NCA senior leaders on NCA MWD performance, programs, and policy issues.
Internally: Ensures MWD's assigned projects, assignments, and programs/functional areas are integrated with planning, improvement, and ongoing management activities within MWD Office and throughout MWD national cemeteries. The incumbent provides MWD leadership with objective risk, compliance, performance, and improvement data and recommendations to support well-informed decision-making. The incumbent proactively provides policy research guidance or subject matter expertise for their assigned programs/functional areas to provide decision support and advise leadership on next steps.
Prepares reports and present findings, conclusions, and recommendations from research, implementation and oversight activities. The incumbent is responsible for the technical accuracy of report and presentation contents, and compliance with established policies, procedures, directives, handbooks, and governing laws, rules and regulations.
Performs public outreach as needed.
This is a term appointment not to exceed 13 Months. Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years and are subject to a 1 year trial period. Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4 year limitation. The appointment to a term position does not confer eligibility for promotion, reassignment, or transfer to other positions or the ability to be non-competitively converted to permanent employment.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.

The full performance level of this position is GS - 13. At the level GS-12, you will perform similar duties but under closer supervision.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 09/23/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: working with a broad range of administrative and operational programs, projects and services, adherence to requirements, and assisting with the improvement of programs, policies, and procedures.
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing a broad range of administrative and operational programs, projects and services, adherence to requirements, and oversight/improvement of programs, policies, and procedures.

Physical Requirements: Work is primarily sedentary but will require occasional walking. Occasional travel may be required, which may require some effort. The incumbent works with a telephone, computer, computer screen, mouse, keyboard, and audio/visual presentation equipment. Some physical effort such as standing, walking, bending or prolonged sitting may be required.
