Duties

The Management and Program Analyst serves as an expert analyst or advisor to executive management on a major mission or administrative program requiring application of a wide range of qualitative system and management support principles, processes, and systems. This position starts at a salary of $123,318.00 (GS-14, Step 1) to $160,315.00 (GS-14, Step 10). GS Salary: Visit this link to view the locality pay tables by geographic area. Typical work responsibilities include: Directing, implementing, coordinating, and overseeing a major department-wide mission or administrative program and provides expert assistance to headquarters and field offices Providing technical assistance and direct support to management staff in all matters relating to the application of planning system and management programs to meet mission requirements Planning, organizing, and directing team study or work, and persuading or negotiating effectively with management to accept and implement recommendations where the proposals involve substantial department resources, require extensive changes in established procedures, or may be in conflict with desires of the activities under study Planning, developing and coordinating planning management through briefings, presentations and conferences for executive management, designing and administering planning and controls for submission of data, including forming the basis of budget and program resource requests and decisions Determining the applicability and effect of new or proposed legislation, executive orders, and CBP directives and other department decisions on requirements, preparing comments and impact statements and recommendations on these issuances for executive and managerial considerations

Qualifications

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Serving as an expert analyst and/or advisor directing, implementing, coordinating, and overseeing major department wide administrative programs. Providing technical assistance and direct support to management on planning systems, and management programs and planning and conducting studies. Evaluating the effectiveness and efficiency of major programs and program operations. Using a wide range of qualitative system and management support principles, process, and systems; recommending and implementing solutions. Developing policies and directives; and conducting management briefings, presentations and conferences. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/22/2024.
