About the Position: This position is with the United States Army Reserve Command, Mission Support, G-8, Pay Management Division located at Inidianapolis, Indiana.

Duties

Serve as Chief, United States Army Reserve (USAR) Pay Management Division and provides oversight of the Reserve military pay activities across the USARC and technical assistance to other Reserve Commands. Coordinate delivery of the necessary funding automation, guidance and training to ensure accurate, timely payments. Plan, organize, direct activities of military pay assets across the USAR. Develop and coordinate system changes for USAR systems to support new entitlements or process improvements. Supervise military and civilian finance personnel engaged in executing Reserve military pay programs. Direct daily operations of a Division to include civilian employees and military personnel.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires DoD Financial Management Certification Program Level 3.

Current Department of Army Civilian Employees In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience Statement: One year of specialized experience which includes developing, implementing, sustaining, and improving mid and long range plans for military pay processing operations; directing development and testing of internal and external financial systems and processes for military pay; providing subject matter expertise of military pay policy and procedures; supervising the daily operations of the military and civilian PMD staff; and providing analysis of organizational performance and adjusting organizational structure to meet emerging missions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementDecision MakingLeadershipTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
