About the Position: Serves as the principal civilian assistant to the Transatlantic Division (TAD) with the responsibility for assisting in the formulation, execution, and executive direction of the policies and programs of the division, located in Winchester, VA.

Duties

Furnish executive level advice and assistance to the Division Commander, Senior Executive, and Command Sergeant Major on a variety of issues involving regional interests. Coordinate closely with all TAD Staff and subordinate districts, to ensure the Commander and Executive staff remain situational aware of high visibility issues and controversial matters. Provide administrative oversight for the Command Group and assist with synchronization of the national support functions resident in the Region, including Safety, Internal Review, Human Resources, Office of Counsel, and Equal Employment Opportunity. Evaluate the effectiveness of functions in terms of mission accomplishment, performance metrics, procedures, policy, regulatory compliance, and technical competence. Maintain management interface with Headquarters USACE, a variety of Department of Defense activities, Combatant Commands (COCOMS), and other Federal, state, and local agencies. Supervise administrative staff responsible for personnel, budget, and manpower actions for the Executive Office.

Specialized Experience: One year of specialized experience which includes: 1) Draft briefings based on completed research in order to brief division level commanders; 2) Serve as the primary action officer for special liaisons with other Federal agencies and political bodies; 3) Provide managerial and administrative oversight to subordinates within the command staff of a division level organization; and 4) Synchronize activities throughout the command teams in order to maintain situational awareness at all levels of command. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
