Duties

The Project Management Plan (PMP) establishes PDT roles and responsibilities, sets expectations, documents project scope and criteria, schedules and milestones, budgets, dependencies, and responsibilities of the participating parties. Serve as life-cycle Project Manager that is responsible for the overall management, control, coordination, and execution of assigned projects. Interpret and implement program policies, directives and procedures and ensures the timely accomplishment of all activities in areas of planning, programming, design, and contracting responsibilities. Endorse all products produced in support of the project and ensure the project schedule incorporates sufficient time and resources for the PDT to produce quality products. Ensure introduction of latest forecasts, resolves in advance anticipated problems in the areas of performance goals, timing, and potential costs. Review concept designs for compliance with project scope, requirements, functionality, and ensure that the project design does not exceed authorization and funding limitations. Implement corporate decisions, guidance, laws, regulations, and policy in the development of the projects and intermediate products in support of the project through the entire project life cycle.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position may require TDY up to 25% of duty time.
  • Incumbent must be able to obtain and maintain a SECRET Security Clearance.
  • Incumbent is required to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes interpreting and implementing program policies, directives and procedures and ensuring the timely accomplishment of all activities in areas of planning, programming, design, and contracting responsibilities; reviewing concept designs for compliance with project scope, requirements, functionality, and ensuring that the project design does not exceed authorization and funding limitations; coordinating the planning, resourcing, scheduling, scope development, etc., for a complex highly visible program and specific project deliverables; negotiating contracts and ensuring that projects are managed closely in-order to meet quality, scope, budget, and schedule goals; and ensuring introduction of latest forecasts, resolves in advance anticipated problems in the areas of performance goals, timing, and potential costs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCustomer Service (Clerical/Technical)Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
