Position may be filled as a temporary promotion not to exceed one year by current permanent Army employee.
Temporary promotions may be extended up to a maximum of 5 years and may be made permanent without further competition.
Duties
Serve as the Chief, Life Support Section, Construction Division responsible for all human resource, civilian, military, and foreign service national personnel management.
Provide expert human resource advice for the District and forward deployed geographically dispersed subordinate offices.
Participate in the development, execution, evaluation, and oversight of the military, civilian, and foreign service national (FSN) human resources program.
Analyze human resource issues and problems and develop recommendations and alternative solutions.
Supervise and manage a diverse team of professionals involved in the administrative and logistical activities required to support unit mission.
Work with appropriate personnel or finance office staff in planning strategies and resolving matters and maintain liaisons with Civilian Human Resources Agency (CPACs).
Provide guidance, oversight, and/or administrative/logistical support throughout the District and Forward Deployed offices.
Process and review a variety of classification actions for accuracy and completeness in accordance with District, Division, and other agencies
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires temporary duty (TDY) business travel approximately 25% of the time.
- Position requires incumbent to obtain and maintain a SECRET Security Clearance.
- Position requires incumbent to obtain and maintain an Official US Passport.
- Position requires a valid driver's license.
- Selection for assignment to this position may require passing appropriate physical examination for overseas duty.
- Incumbent is required to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes interpreting regulations, directives and policies and advise, assist, and/or instruct staff; developing and maintaining an automated database for controlling internal suspense to include reports, statuses of hiring actions, awards, and manning requirements; providing complex substantive management support services in the areas of program cost analysis, annual/multiyear/long range fiscal planning; coordinating civilian personnel administrative financial matters within the district and forward deployed staff; processing and reviewing a variety of classification actions for accuracy and completeness in accordance with District, Division, and other agencies; and recommending action considered necessary to maintain activities at the required level of operational readiness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
