About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Center of Excellence at Fort Eisenhower, Georgia.

Duties

Documents Department of Army (DA) Forms 2028 justification for changes made to the TDA. Conducts liaison with CCOE G1, Civilian Human Resources Agency Headquarters (CHRA HQ), and Civilian Personnel Advisory Centers. Analyzes Budget Manpower Guidance (BMG) actions affecting all programs within the Center Conducts a variety of management studies concerning manpower issues within the purview of the Manpower, Equipment and Documentation Division. Performs a wide variety of civilian personnel related duties such as initiating and/or reviewing Requests for Personnel Action (RPA)s Provides advice and assistance to operating managers concerning special problems or procedures to accomplish the managers requested action.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position requires a Secret Clearance
  • Temporary Travel Duty (TDY) or business travel may be required up to 5%.

GG 09 To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Overseeing the application of army management programs; 2) Resolving management issues; and 3) Improving procedural/administrative operations affecting installation activities. OR Education: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as any major. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) GG 11 To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Conducting studies involving manpower to gather factual, historical, and/or statistical data for an organization 2) Preparing supporting documentation, briefings and/or backup material in order to assist with the process of justification of leader recommendations during authorization changes; 3) Utilizing various software applications in order to maintain, analyze and/or develop data to meet associated reporting requirements and 4) Documenting explanation for changes made to manpower authorizations on appropriate forms. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: any major field of study. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
