About the Position: This position is located at Brooke Army Medical Center within the Plans, Training, Mobilization and Security Division, Fort Sam Houston, Texas. The primary purpose of this position is to serve as the current Operations Staff Officer providing subject matter expertise for operations orders, operations tracking, and technical writing of operations orders with full responsibility for all activities involved in the management of operations/planning.
Duties
Provide subject matter expertise for operations orders, operations tracking, and technical writing.
Maintain full responsibility for all activities involved in the management of operations/planning in support of the Organization.
Responsible for the coordination of a variety of plans and operations support activities.
Manage and coordinate mission support operations planning projects, operations orders development, and tasking actions and programs.
Coordinate with higher headquarters, adjacent organizations, and BAMC subordinate organizations to keep abreast of operations planning and operations order activities.
Conduct comprehensive mission analysis of all operations orders from higher headquarter and adjacent commands.
Determine impact on current planning operations and prepare implementing guidance, policies, and procedures.
Coordinate internal division staffing of operations orders, lessons learned, and other documents for review and comment.
Represent the Operations Branch at meetings, briefings and conferences involving plans or operational issues as directed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel security investigation is required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3, Secret security clearance or access for the duration of employment.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position requires travel away from duty station TDY 15%. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- This position has been designated “Mission Essential.” In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This Position requires incumbent to work unannounced duty schedule changes and irregular work hours which may include evenings, weekends, holidays and/or varying work schedules.

Specialized Experience: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes 1) recommending required action to execute operational orders, 2) assisting with technical writing of operational/planning orders, 3) conducting studies to evaluate the effectiveness of current and projected training operations, and 4) preparing instructional material to deliver informational briefings. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Management or Operations Management. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
