About the Position: : First Army mobilizes, trains, validates, and deploys Reserve Component (RC) units in accordance with Combatant Commander, Department of the Army, and FORSCOM directives. As directed, provides training to Joint, Combined, and Active Army Forces. This is a developmental position to the GS-12.
Duties
Serves as the primary Manpower and Equipment Analyst for Force Management Branch, G5 Plans, Office of the Deputy Chief of Staff, G5, Headquarters, First Army.
Reviews, analyzes, and processes manpower and equipment requests for Active Component, Army Reserve, Active Guard Army, and assigned subordinate activities.
Reviews manpower survey documents for conformance with established policy.
Reviews completed surveys, comments or reclama (i.e., requests for reconsideration) submitted by commanders and command staff.
Develops and maintains Civilian Execution Plan (CEP) for approximately 260 authorized and assigned Dept. of the Army Civilians (DACs).
Reviews and amends all requests for personnel actions, preparing endorsements for Resource Management Chief to reflect status of resources.
Serves as manpower representative at conferences, on studies, in meetings, and during inspections and staff visits.
Presents the Command viewpoint, providing advice and assistance to staff.
Participates in manpower committees to develop and analyze programs, budgets, and allocation (as it relates to manpower only), and reduction of manpower resources (when necessary).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must be able to obtain and maintain a Secret Security clearance for the duration of employment
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Specialized Experience for GS-11: One year of specialized experience which includes 1) Develops manpower cost estimates and out-year forecasts; 2) Coordinates manpower and equipment issues; 3) Provides guidance on regulatory policies/procedures governing various aspects of documentation based on comprehensive knowledge of a system such as Authorization Documentation System (TAADS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience for GS-12: One year of specialized experience which includes: 1) Analysis of Manpower and Force Management systems to accomplish manpower and equipment requirements determination and allocation analyses; 2) Develops manpower cost estimates and out-year forecasts; 3) Coordinates manpower and equipment issues; 4) Provides guidance on regulatory policies/procedures governing various aspects of documentation based on comprehensive knowledge of a system such as Authorization Documentation System (TAADS); 5) Participates in manpower committees to develop and analyze programs, budgets, and allocation (as it relates to manpower only), and/or reduction of manpower resources (when necessary). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-GS-9).
Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
