The primary purpose of this position is to provide expert Air Force-level technical advice to and represent AFFSA and the Air Staff on all modern RADAR matters. To function as liaison with the Department of Transportation (DOT), Department of Defense (DoD) and participating foreign organizations when needed

Duties

Plans, organizes and schedules work assignments, workloads and maintenance procedures for ground radar activities. Establishes production controls and standards. Writes, reviews, analyzes and edits division operating instructions, technical instructions, and evaluation reports and data for technical and grammatical accuracy. Prepares and presents classroom, On-the-Job Training (OJT) and individual training classes on major Radar systems to ensure a qualified pool of technicians are available. Performs team chief duties while performing ATCALS evaluations. Coordinates all internal and external support to perform ATCALS evaluations. Researches and defines test equipment requirements for system evaluations.

  • This position involves Admistratively Uncontrollable Overtime as defined in 5 CFR. Chapter I, paragraph 550.15.1. While at home station, normal duty hours prevail
  • But when traveling, substantial amounts of overtime or occasional overtime are normally experienced. Based on the average 21 weeks of travel per year, this irregular overtime averages 9 hours per week during the year.
  • This work situation will result in 25% premium pay, paid on an annual basis. This premium pay will be evaluated at least once annually and adjusted appropriately
  • The employee frequently will be required to recognize, without supervision, when circumstances dictate he remain on duty beyond nornal duty hours.
  • The reason may be due to equipment problems or availability, or weather conditions, which restrict work.
  • The duty location for this position is Tinker AFB, OK however, this position is eligible for telework flexibilities. Telework options can be negotiated and implemented after entrance on duty

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Job Family Position Classification Standard for Administrative Work in the Equipment, Facilities, and Services Group, GS-1600's. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes providing/analyzing accurate, relevant, and timely flight information, regulations, instructions and support services to DoD, national, and coalition aviators; Providing guidance for the creation and application of criteria, procedures, and precision equipment for worldwide flight operations, air traffic control and airfield management; Providing guidance to staff members regarding maintenance methods/procedures; and providing advice to higher officials to improve production operations NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Practical knowledge of troubleshooting electronic equipment Ability to interpret and apply moderately complex technical maintenance documents. Ability to supervise and evaluate performance of military and civilian personnel. Ability to communicate orally and in writing, technical procedures in a structured classroom or individual training environment, performance feedback and proficiency evaluations. Practical knowledge of writing and editing technical reports. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
