The primary purpose of this position is: To plan, manage, and accomplish technical order acquisition modification and sustainment management tasks for Program Offices.
Duties
Plans and manages the acquisition, modification, and sustainment of technical orders to operate and maintain Bomber (B-1, B-2, B-52 and B-21) weapon systems for USAF programs assigned to the System Program Office (SOP).
Assists in review and preparation of documents for Bomber Aircraft technical manual planning and support.
Initiates, participates in, and/of chairs meetings and conferences
Serves as a Air Force representative on joint Government and Bomber aircraft panels.
Serves to initiate, discuss, and resolve problems diplomatically.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:
Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.
Reviewing and applying technical specifications and requirements.
Analyzing equipment and forecasting spare parts requirements.
Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders.
Analyzing contract specifications and examining pertinent equipment to determine if specifications are met.
Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is defined as planning and managing the acquisitions, modifications and technical orders to operate and maintain complex and sophisticated aircraft weapon systems/subsystems and equipment; planning, analyzing, and evaluating support aircraft systems/subsystem requirements. Providing support and guidance throughout the organization on methods of sustainment, acquisition, correcting deficiencies, and resolving equipment problems with long term implications.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth understanding of technical publication acquisition and management policies/requirements.
2. Technical background/education and experiences in Bomber flight crew operations, pilot interface, aircraft support, and in training equipment maintenance.
3. Ability to conduct conferences, present plans, discuss policy and resolve problems diplomatically.
4. Skill in applying technical judgement to properly determine Bomber flight manual technical publication requirements for day to day flight and maintenance operations.
5. Ability to prepare presentations and communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
