The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the Air Traffic Control and Landing Systems (ATCALS) Maintenance Division.

Duties

Plans, organizes, and oversees the activities of the ATCALS Maintenance Division. Exercises supervisory personnel management responsibilities. Represents HQ USAF and HQ AFFSA with a variety of installation and functional area organizations. Oversees, standardizes and coordinates maintenance management activities across the ATCALS Maintenance Division and it's subordinate units. Serves as the technical authority for wide variety of issues and topics associated with the maintenance and management of Air Traffic Control and Landing Systems (ATCALS); and serves as a civilian Career Field Functional Advisor for GS-1670/0856 civilian Radar, Airfield, and Weather Systems (RAWS) personnel issues or concerns.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions to include the Individual Occupational Requirements (IOR) for the Equipment Specialist Services Series, GS-1670. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Experience (for positions above GS-5): Examples of qualifying specialized experience include: Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Specialized experience is defined as planning and performing strategic development of maintenance requirements and maintenance management; formulating program goals, plans, policies, strategies, vision, budget and innovation and direction for the organization's mission, and manages day-to-day execution of activities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of ATCALS maintenance management and procedures IAW all applicable technical orders and guidance. Knowledge of electronic theory and principles, which includes analog, digital, solid-state devices and microprocessor technology. Knowledge of basic theories and principles of navigational aids, radars and radios. Knowledge of flight inspection procedures and requirements. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 5. Ability to communicate both orally and in writing. Effective and knowledgeable pertaining to development and acceptance of proposals to International, Air Staff, Federal Aviation Administration, Major Commands, National Guard Bureau, and other DoD/Federal agencies. Skill to negotiate effectively to accept and implement recommendations when the proposals involve substantial resources, require extensive modifications to program documents or established procedures; or may be in conflict with the desires of customer activities. 6. Knowledge of the processes and mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the logistics management program processes. Experience at a DOD service headquarters or equivalent staff level is desired (i.e. Air Staff, MAJCOM). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
