You will serve as a Management & Program Analyst of NLSC.
Duties
You will assist in the management and execution of Manpower and associated programs for all activities throughout NLSC, while verifying processes are in place to facilitate compliance with regulations and policies.
You will prepare statistical reports on personnel position indicators and monitors trends and anomalies.
You will develop statistical and narrative data to justify work unit organization or position restructuring as a more productive or efficient use of personnel resources.
You will review and analyze proposed changes to current civilian Activity Manpower Documents (AMD) submitted by subordinate activities.
You will perform or advise on work on manpower management such as civilian labor and support, to promote plans, programs, and activities through the future years defense program.
Requirements

Qualifications
GS-12: I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include: 1) Perform or advise on work on manpower management such as civilian labor and support, to promote plans, programs, and activities through the future years defense program (FYDP); 2) Develop statistical and narrative data to justify work unit organization or position restructuring as a more productive or efficient use of personnel resources; 3) Review and interpret policy and directive materials, initiate action necessary to develop policy and/or directives for implementation; and 4) Manage the execution of Manpower and associated programs for all activities, while verifying processes are in place to facilitate compliance with regulations and policies.
GS-11: I have one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector. Examples of specialized experience include: 1) Perform work on manpower management such as civilian labor and support, to promote plans, programs, and activities through the future years defense program (FYDP); 2) Develop statistical data to justify work unit organization or position restructuring as a more productive or efficient use of personnel resources; 3) Review and interpret policy and directive materials; and 4) Assist in the management and execution of Manpower and associated programs for all activities, while verifying processes are in place to facilitate compliance with regulations and policies.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
