About the Position: Serves as a Program Analyst within HQ CECOM, Office of Acquisition Support, National Security Engineering Center (NSEC), Federally Funded Research and Development Center (FFRDC). In this position you will provide program and analytical support to the DoD agencies and other selected government agencies requiring research, systems engineering and systems integration support from the National Security Engineering Center and Federally Funded Research and Development Center.

Duties

Serve as a staff advisor providing operational and management guidance and oversight of the National Security Engineering Center (NSEC) Federally Funded Research and Development Center (FFRDC) operated by the MITRE Corporation. Provides program and analytical support to DoD agencies (except the Air Force) and other selected government agencies requiring research, systems engineering and systems integration support from the NSEC FFRDC. Providing feedback, formal and informal, to NSEC FFRDC participants to include customers, DoD sponsors, and MITRE Corporation, on the status of the NSEC FFRDC program and contract delivery, funding, billing, and performance evaluation. Preparing short and long range goals and plans for the agencies participating in this highly visible complex Research and Development, systems engineering and systems integrated support from NSEC FFRDC.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires Temporary Duty (TDY) travel up to 25% or less of the time.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-02/GS-11). You will be evaluated on the basis of your level of competency in the following areas: CommunicationsContract AdministrationProgram/Project ManagementTechnical Competence CECOM is participating in an alternative personnel system known as the Acquisition Demonstration Project. The NH-03 pay band is equivalent to the GS-12, Step 01 to GS-13, Step 5; this position is subject to an internal organization control point at the NH-03.This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 5 in the broadband. This position is covered by control points to account for variances in position responsibilities within the broadband. The Control Point for this position NH-03 Management Analyst is $99,200 to $133,692 including locality at the rate of 33.26%. Management will set the selectee's pay for this position within the control point salary range consistent with the qualifications and education of the selectee and the expected contribution for the position.The control point for this position is GS-13 step 05.
