The OIG promotes the economy, efficiency and effectiveness of EXIM programs and operations and the advancements of EXIM's mission of increasing US employment through support of exports of US goods and services.

Duties

This position is located in the Export-Import Bank of the United States (EXIM), Office of Inspector General (OIG). EXIM is an independent executive agency and a wholly-owned government corporation. It serves as the official export credit agency of the United States. The OIG promotes the economy, efficiency and effectiveness of EXIM programs and operations and the advancements of EXIM's mission of increasing US employment through support of exports of US goods and services. The Assistant Inspector General for Management works under the general direction of the Inspector General and Deputy Inspector General and is a key figure in the top management team. The work of this position involves providing leadership, direction and coordination in all assigned functional areas of the OIG including Budget and Financial Management, Organizational Planning, Records Management, Policy Development, Procurement, Information Technology and Data Analytics, and Special Projects. At the full performance level, duties include, but are not limited to: Oversees the formulation, justification, presentation and execution of a complex budget to carry out the OIG's programs and activities. Directs the review and analysis of financial requirements for new activities and priority projects for which resources must be obtained. Conducts continuing position management oversight to achieve full utilization of available staffing and other resources in both on-board and projected positions. Analyzes statistical and other data needed to measure operational effectiveness, workload trends, and human resources requirements relating to the OIG to ensure the proper allocation of resources. Oversees the records management functions of the OIG including policy implementation, evaluation of records management activities and records maintenance of physical and electronic records. Ensures compliance with National Archives and Records Administration requirements and assists the staff in all matters related to records management: records identification and control, management, disposition, and training in federal records management best practices. Coordinates the development of OIG administrative policy and procedures in accordance with EXIM Bank policy and EXIM Bank OIG program/organizational needs and directs the preparation of information materials to keep employees informed of changes. Oversees new and innovative policies, procedures, standards, and guides, and conducts studies to enhance the management support program from both an operational and financial perspective.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs). Note: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis. Applicants for noncompetitive consideration are NOT REQUIRED to submit a supplemental statement addressing their ECQs. However, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment and submit their most recent performance appraisal, resume, address the professional/technical qualifications and complete the online questionnaire. Applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in Senior Level (SL) positions and are in addition to the Mandatory Technical Qualifications listed below. ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to one page per technical qualification. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant. MTQ 1 - Extensive management experience in planning, leading, and directing a broad range of operational programs and functions including at least three (3) out of the following five (5) functional areas: (a) financial management and budget; (b) human capital management; (c) information technology; (d) space and facilities management; and/or (e) procurement. Demonstrated ability to lead management support functions at an organizational level, including strategic and operational planning; human capital management; information technology; procurement; space and facilities; physical and personnel security; and records management. MTQ 2 - Senior level management experience and skill in developing and implementing strategies and plans for improving administrative and management operations, enabling the effective delivery of an organization's mission while adhering to the laws and regulations governing administrative programs, internal operations, and services. MTQ 3 - Experience overseeing the development of policies, processes, and measurements to assess and improve the efficiency and effectiveness of programs and business operations. Extensive experience in designing and presenting organizational strategies, plans, processes, metrics, and other information in a clear and comprehensible manner.
