Everyone selected for this position will have to reside (move to) the LOCAL Commuting of DFAS-Indianapolis, IN.
Duties
Serves as a consultant, analyst, and facilitator assisting with the development and implementation of a comprehensive survey, communication and change management program.
Provides interpretations, consultation and facilitation of survey, communication and change management plans, policies and procedures.
Provides guidance, instructions, and training to aid in development of systems and processes, functional, technical, and organizational survey, change management and communication requirements.
Conducts surveys, researches topics, replies to correspondence, and prepares briefings, speeches, or other information on numerous topics relating to survey, change management and transition plans, policies, and programs.
Assists in the development of procedures to institutionalize enterprise and organizational survey, communication and change management.
Plans and coordinates special projects.
For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.

Qualifications
GS-09 QUALIFICATIONS
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required; Coordinates with product line from horizontal perspective to validate work counts, work years and dollar requirements.
GS-09: Specialized Experience Is Defined As:
Using automated data processing equipment to generate a variety of reports; typing letters, memos, reports, etc. in final form; processing incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication; establishing priorities and setting deadlines; developing new procedures and providing an interpretation of policies.
Duties will be developmental in nature.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-09 applicants must have served 52 weeks as a GS-07 or higher in the Federal service.
GS-11 QUALIFICATIONS
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-11: Specialized Experience Is Defined As:
Designing and creating surveys, questionnaires, and other assessment tools by working with subject matter experts; conducting studies and surveys concerning the efficiency, effectiveness and/or productivity of an organization's operations; reporting results of surveys/studies to multiple levels of employees and leadership; applying qualitative and quantitative techniques to measure program/project effectiveness; and identifying alternative courses of action to management on various productivity improvement programs and/or project issues.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11 applicants must have served 52 weeks as a GS-09 or higher in the Federal service.
This position will be covered by formal training under the DFAS Career Acclimation Program (DCAP). The purpose of this program is to develop well-qualified, well-trained, high potential employees for future positions within DFAS. Promotion is conditional based on performance, successful completion of training, and availability of higher graded work. Participants who do not successfully complete the program may be separated.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-09 Substitution of Education for Experience:
- Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
