About the Position: This position is with the Army Reserve, G-4 Administration, Resource and Transportation Division, Budget Branch located at Fort Liberty, North Carolina.
Duties
Interpret budget policies, directives, and financial regulations to make recommendations for plans, policies, and programs concerning the command budget directives.
Monitor the execution of assigned budget programs.
Monitor de-obligation and timely adjustment of Un-Liquated Obligation (ULO) activity and reporting.
Manage contract status to ensure optimal set up prior to period of performance.
Assist project managers in budget management to ensure contracts are processed in a timely manner.
Develop cost factors, ratios, tests and other means for evaluating the status of the Command Operating Program.
Identify major problem areas concerning operating programs and budgets to recommend appropriate corrective action.
Develop statistical and narrative information to secure acceptance of desired action on budget requests and plans.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires DoD Financial Management Certification Program Level 2.

Specialized Experience: One year of specialized experience which includes:
Formulating, presenting, and day-to-day execution of the Reserve Personnel, Army (RPA), Operations and Maintenance, Army Reserve (OMAR) and/or Operations and Maintenance, Army (OMA) appropriations for Major Command or Major Subordinate Command.
Monitoring commitments, obligations and disbursements utilizing Department of Defense financial systems such as General Fund Enterprise Business System (GFEBS).
Utilizing Planning, Programming, Budgeting and Execution (PPBE), Sub Activity Groups (SAGs), Management Decision Packages (MDEPs) to develop budgetary plans, policies, and guidance, and make adjustments to the budget.
Preparing and generating Military Interdepartmental Purchase Requests (MIPRs), Work Breakdown Structures (WBSs), SPS Purchase Requests utilizing Department of Defense financial systems such as General Fund Enterprise Business System (GFEBS).
Operating and maintaining Defense Travel System and Government Travel Credit Card Program in accordance with Joint Travel Regulations (JTR).
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
