Duties
Serves as senior analyst and technical advisor for the Directorate's Security Program.
Resolves complex problems, offering guidance in the implementation of new policies and revised regulations and briefing various levels of management.
Serves as a management analyst responsible for a variety of analytical work as well as for providing technical guidance to the J7 staff on complex issues where little guidance is available.
Identifies administrative problems and process gaps and advises management of the advantages and disadvantages of various methods and approaches for resolution.
Guides the implementation of these practices throughout the organization and provides an unbiased viewpoint of the problem and/or solution.

Qualifications
To qualify for a Management Analyst, your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Knowledge of organizational management as applied to the management of large, complex organizations, administrative management, organizational routines, administrative theories, principles, applicable policies, and concepts.
Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of assigned administrative and technical programs.
Knowledge of management practices, procedures, principles, and theories used to conduct studies and devise solutions to enhance organizational and operational economy, efficiency and effectiveness.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Work Environment:
Work is performed in an office setting that is adequately lighted and ventilated. Responsibilities may require occasional travel.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
