This position is located at the VA Palo Alto Heath Care System. The Integrity and Compliance Officer provides leadership, strategic direction, and oversight of the compliance activities for the medical facility and to ensure a standardized and effective approach to compliance using the compliance framework, Compliance and Integrity standards, processes, and resources set forth under the Compliance Program national guidelines.
Duties
Major duties of this position will include, but are not limited to:
Develop, recommend and implement Compliance and Integrity program goals for operational units within the local health care system.
Assist front line operational units in developing their Compliance and Integrity activities using the compliance framework established by national program guidance and policy.
Review programs/projects to determine how they can be accomplished with the least disruption to workers and mission operations and ensure directions and schedules are accomplished in a timely manner.
Provide local health care system and Veterans Integrated Services Network (VISN) senior executives and executive committees regular reporting on implementation and effectiveness of the local health care system's Compliance and Integrity program and communicate timely on an ad hoc basis any urgent and significant compliance or business integrity issues.
Participate in regular information planning sessions, maintain productive interaction with staff, report on the status and progress of work accomplished to date, and monitor work in progress.
Exercise oversight of implementation of the Compliance and Integrity program within the local health care system to ensure it is effective.
Implement national Compliance and Integrity controls, solutions, and programs at the local health care system.
Draft guidance and direction regarding program management and reporting.
Participate in meetings with internal staff and representative operational units within the local health care system to determine compliance program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs.
Work Schedule: Monday - Friday, 08:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/17/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provide necessary guidance to Executive Leadership, Service Chiefs, the Compliance Committee, employees and other stakeholders, including guidance that may be contradictory to current popular practices and organizational behavior; serve as a role model for the local health care system; demonstrated effective interpersonal and personal diplomacy skills in order to display high levels of motivation, team orientation, professionalism and integrity; Knowledge of project concepts, practices, and scoping; data collection techniques; sampling methodologies; and Knowledge of agency administrative investigations policy and procedures, and other legal and regulatory authorities external to the agency in order to conduct investigations of incidents or allegations of non-compliance in matters where there is a lack of, or conflicting evidence, to substantiate what occurred.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Incumbent will provide presentations and training to employees and other stakeholders and should be able to stand for various periods of time.
