This position reports directly to the National Telestroke Program (NTSP) Chief Medical Officer and is responsible for the coordinating the massive effort required to both onboard and to maintain onboarding for each member of our clinical staff.

Duties

Responsible for developing, promoting, and maintaining good relations with a variety of groups to include other VA Healthcare systems, community health care providers, teaching affiliates, community organizations, Veteran Service Organizations, other government agencies, professional societies, volunteers, media, and customers. Applies a broad range of quality improvement knowledge and experience to include program/project management, healthcare delivery and clinical understanding; business processes definition and redesign; business case methods and measures; and customer satisfaction assessment and measurement. Identify potential changes to directives and/or legislation resulting from administrative, clinical, and business needs defined in a project. Oversees data management and work with a data manager to establish procedures for data validation to assure accurate, timely and consistent submission of quality reports, quarterly statistical data, and end-of-year analysis. Develops and maintains technical guide and standard operating procedure (SOP) for recurring reports and databases as well as monthly reports for service leadership. Documents and tracks compliance-related training to ensure that data is captured accurately and timely in accordance with VHA policies. Manages and communicates the progress of funded research initiatives as related to service research portfolio. Identifies special projects and areas of research that align with service's mission and goals; that may involve organize special workgroups or other gatherings; initiating program reviews; developing or fostering cross program activities. Motivates, trains, and works effectively with all levels of personnel. Provides leadership, guidance, and technical assistance to ensure all activities within service are closely coordinated and monitored. Performs characterize ability to initiate and manage projects in programmatic areas and lead interdisciplinary groups of staff that result in significant and sustained contributions to the success of the healthcare system. Implements long- and short-term plans, policies, and procedures, assuring that programs are integrated to support operational efficiencies and strategic priorities. Formulates new or revises policies covering onboarding of clinical staff, maintenance of clinical staff, and educational requirements of clinical staff within service. Reviews, develops, and initiates new policies and procedures for service as assessed to benefit the overall functioning of the service. Formulates and implements policies and procedures relative to areas of management for compliance with VA, VISN, OIG requirements, CARF standards, and The Joint Commission, OSHA, and other accreditation standards. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement (IOR): Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. Undergraduate and Graduate Education - Degree that included major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (Unofficial transcripts must be uploaded with resume) OR Specialize Experience - (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Special Provision for Inservice Placement - Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the minimum qualification experience directly related to this position. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Uses qualitative and quantitative methods for the improvement and assessment of management processes and systems. Understands strategic and VHA planning goals and objectives, planning processes, and administrative operations. Performs detailed analyses of complex functions and work processes. Communicates and formulates orally and in writing, reports and presentations that will be utilized to provide guidance, advice, and recommendations to senior leadership. Plans quality monitoring processes ensuring field staff conduct monitoring activities in accordance with applicable standard operating procedures, guidance, policies, procedures, templates, and other study or monitoring plans. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The incumbent will be conducting on-site training at VA facilities participating in telestroke and will need physical agility. The incumbent must have the ability to work within an environment of conflicting deadlines and shifting priorities. The incumbent may be required to work evenings and weekends. The incumbent will be required to perform frequent overnight travel to go-live training and other meetings.
