This position reports to the Director/Chief of Whole Health or designee. Operating in a Whole Health System of care, the position operates in a model with three core elements, seeking to create a personalized health plan for each Veteran. This is done in the context of healing relationships and healing environments and a connection back to the Veteran's community.

Duties

Program Administration 50% Serves as a subject matter expert and demonstrates an ability to provide consultation to other health care practitioners and outside groups. Engages and orients stakeholders to Whole Health. Establishes goals and ensures progress toward aims and objectives; coordinates and manages effective and efficient processes to accomplish goals. Develops mechanisms and systems for assessing, tracking, evaluating, and updating strategies, processes, accessibility, utilization, and outcomes pertaining to the Whole Health System internal and external to VA. Prepares and monitors a variety of reports, conducts cost analyses including return on investment. Identifies problems and opportunities for performance improvement within a complex system involving multiple streams of data. Ensures daily Whole Health operations run smoothly, e.g. timely distribution of consults to appropriate providers and health coaches, consultations answered promptly, clinics are in full operation during regular hours, space is utilized properly, supplies are adequate and utilized fully, data in filing systems are up-to-date, policies and procedures are current. Establishes and updates policies and procedures to ensure Whole Health meets safety and regulatory standards including accreditation. Provides active and well-informed administrative participation in planning for the delivery of health care by taking the initiative to identify 'needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems. Provides back-up coverage of other Services. Resource Management 15% Manages the facility-level Whole Health System budget, including, but not limited to salary of personnel; services related to fee-based screening; enhancements to existing complementary approaches; group wellness approaches; promotion of healthy eating, and patient engagement; facility space; training and travel activities for staff development. Plans program objectives to achieve Whole Health goals, and is responsible for their implementation, considering patient's needs, space, manpower, and budgetary restrictions. Develops proposals that encompass short- and long-term goals. Serves as a full member of key facility committees. Implementation and coordination of Health Facilitation (HF) groups 10% Serves as a Point of Contact for Veterans interested in Whole Health. Coordinates and supports health facilitation groups. Supports implementation and coordination of one-on-one Health Coaching (HC) that includes assisting the Whole Health team in creating the infrastructure for in-person, telemedicine, or phone health coaching sessions that will be utilized by health coaches embedded in different hospital services. Supervisory Duties (performed at least 25%) Defines the work of staff through writing and reviewing functional statements and position descriptions. Provides leadership to the whole Health System, clinical, and non-clinical staff. Evaluates the professional competency development of all WHS staff and ensures that staff are functioning within their scope of practice. Completes evaluations of subordinates. Recommends approval for incentive awards and rewards employees for good performance. Directly supervises program staff, interviewing candidates, and recommending appointment or reassignment of positions. Encouragement and recognition of employee achievements; career development of employees; and full utilization of their skills. Assures that subordinates are trained and fully comply with the provisions of the safety regulations. Performs other duties as assigned. Work Schedule: Full-time M-F 7:30 - 16:00 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework for 1-2 days per pay period. Telework eligibility will be discussed during the interview process. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess a one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates a one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating healthcare facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; (3) Experience in data analysis and interpretation; (4) Experience in leadership/management roles; (5) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement; (6) Skills in planning, development, and coordination for complex systems/ organizations. You will be rated on the following Competencies for this position: Administration and ManagementCustomer Service (Clerical/Technical)Managing Human ResourcesProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities.
