This position is located at the VA Palo Alto Heath Care System. The incumbent serves as the Supervisory Health System Specialist to the Director at VAPAHCS and oversees the operation, coordination, and administrative management of services and activities under the Office of the Director, including direct supervision and operational oversight of the facility suspense program and other staff within the Office of the Director. ***RECRUITMENT/RELOCATION INCENTIVE MAY BE OFFERED***

Duties

Major duties of this position will include, but are not limited to: Directs, supervises, and coordinates the administrative functions and activities of the services reporting to the Director. Works directly with the service chiefs and administrative officers(AOs) with their administrative concerns, providing advice based upon knowledge of the Chief of Staffs philosophy, policies, and management principles. Advises management relative to developments within these services, which require consideration due to their impact upon existing or pending policy and/or operational decisions. Routinely makes independent operational decisions. Develop, evaluate, adjust, and prioritize functions, programs, procedures, and clinical management systems to accomplish the facility's mission. Provide program direction to services, which includes reviewing and evaluating operations, policies, and procedures to achieve efficiency: balancing and coordinating the facility programs and services; and reviewing requests for additional medical and non-medical equipment, additional or redirected staff, funds, or reallocation of resources or space. Provide program direction to service supervisors/managers; developing, evaluating, and adjusting organizational structures, policies, procedures, and management systems; settling disputes between sections and services; and addressing personnel actions that affect key employees or issues that could adversely affect the functioning of the services. Implements long and short-term plans, policies, and procedures, assuring that programs are integrated to support operational efficiencies and strategic priorities. Initiate and manage projects in programmatic areas and lead interdisciplinary groups of staff that result in significant and sustained contributions to the success of the healthcare system. Work Schedule: Monday - Friday, 08:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/28/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs; Ability to plan, organize and direct teamwork, and negotiate effectively with management to accept and implement recommendations; Proficiency of overall Federal government policies, regulations, and trends in the areas of personnel, budgeting, and management systems, as well as an understanding of the public and private sector, trends in health care; and Knowledge of The Joint Commission (TJC) accreditation requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
